Joint Library Policy on Provision of Journal Article Photocopies
The Joint Library has many licensing arrangements with commercial vendors that allow us to provide electronic access to full-text journal articles from dozens of publishers. Access is given to all Bank and Fund staff for research purposes related directly to their work at these institutions. These online services include databases such as JSTOR and ProQuest Direct. The Library Network is committing its resources to the electronic provision of journal articles whenever possible for self-service by our clientele. If we find the article you have requested on one of these services, our policy is as follows:
When the journal article you want is available at your desk-top electronically:
- We will provide you with a direct link to the full-text article from an online provider with whom we have access, whenever possible
- We will provide you with detailed instructions for downloading the article
- If you cannot download the article due to technical difficulties (including slow response time), we will be happy to assist you by sending you a photocopy of the article to your office in the Bank or Fund. Of course, this means that you will not have your article the same day. In urgent cases, we may be able to fax the article to you.
Interlibrary Loan Service
Interlibrary Loan (ILL) requests to outside libraries are made on behalf of Bank and Fund staff for any published title which they would like to use for their work, but which is unavailable to borrow through The Library Network. Obtaining a book or other item through ILL services usually takes from 5-14 days. If the lending library is outside of the local Washington DC area, delivery can take considerably longer. ILL privileges are granted to staff for project-related work only, and cannot be extended for personal or educational use to staff or their immediate family members. All items borrowed through ILL must be returned to the Library in person, by special messenger, or by pouch, by the due date on the charge-out slip or ILL privileges will be suspended. Failure to return any item belonging to another library is the responsibility of the Bank or Fund staff member requesting the loan. Inter-library loans cannot be made for retirees or agency temporary staff. The Library reserves the right to limit the number of items which can be requested through ILL services.
